The Basics

Bloodline: Pureblood, though of course his family is a bunch of Muggle-loving blood traitors. ^_~

Political View: Percy was unshakably pro-Ministry for a very long time; he threw his lot in with them entirely, because if he admitted that the Ministry was flawed he would be giving up on the ideals he’d clung to his entire life. Over the course of the war, however, doubts crept in in spite of himself, and since his return from the dead his eyes have been forced open.

In a way, his idealism now works against the Ministry instead of for it – he has a very high standard for those in authority, a standard which the current leaders of the wizarding world are failing rather spectacularly to live up to. Right now he's still working through feelings of bitter betrayal. The people he believed in and supported wholeheartedly in the face of so much scorn, even sacrificing his ties with his family for them, proved unworthy of his trust in the end, and he finds it very hard to accept. Once he gets past that, though, he'll be resolved to take action. He still believes in government and the rule of law above all, but he’s coming to believe that the current government has some flaws that need addressing – via the proper channels, of course. And when Percy Weasley sets his mind to something, he doesn't allow for failure.

Hair: Weasley red
Build: Tall and thin. Even more so since he left the Burrow; when work gets stressful, he tends to forget about petty things like eating.
Dress Style: Conservative, businesslike and neat – slacks with button-down shirts under neatly-pressed robes, and wire-rimmed glasses to replace the old horn-rimmed pair.

Defining Marks: His red hair and freckles, the Weasley trademarks, plus his glasses, which are fairly uncommon among wizards. He also bears a few scars earned during the final battle at Hogwarts, in particular a large one on his left leg which has left him with a slight limp.
Personality

His strengths - Percy is highly intelligent, diligent, ambitious and goal-oriented. He was prefect in his fifth year, Head Boy in his seventh, and earned O.W.L.s in all twelve subjects, the most it's possible to receive. He's polite, gentlemanly, well-read and very protective of his younger siblings and those he considers under his care, even though they don't often appreciate how he shows that protectiveness. He takes his responsibilities very seriously, even in his first position at the Ministry where he probably could have played Exploding Snap at his desk all day and no one would have noticed. He's eager to please and to impress, and willing to go to any effort to do a good job. He never misbehaves, acts recklessly, or causes trouble. Percy's standards for himself are much higher than anyone else expects or wants from him.

Which leads us to his weaknesses. Most would say he takes himself and life in general far too seriously. He rarely allows himself to relax, he has no tolerance for frivolity and an almost religious devotion to rules and proper procedure, and his sense of humor is basically nonexistent. He has always assumed that anyone in a position of authority is deserving of that authority, and will not hear anything said against them. He's always been a brown-noser and a bootlicker, eager to curry favor with people who can help him advance and to flaunt his triumphs. And because he is so very hyperaware of himself and his image, he really doesn't have any close friends. Most people, and in particular his siblings, find him ridiculously pompous and arrogant and far too easy to make fun of. Which hurts his feelings and drives him to be defensive and even more uptight and self-righteous. Which leads to more teasing. It's a vicious cycle.
Psychology

Extrovert/Introvert: Percy gives the impression of being an extrovert, as he’s very skilled at putting himself forward and making a strong impression. However, the face he puts forward is largely based on what he thinks people want him to be. There was only ever Penny with whom he felt comfortable - like being himself was enough.
Boggart: Since his near-death in the final battle, his Boggart has taken the shape of the last sight he remembers – blurry images of hooded figures advancing to kill him.
Patronus: Percy has never been taught to create a corporeal Patronus.
Sexuality

Percy dated Penelope Clearwater for two years at Hogwarts, though they broke up during their first year out of school. Then they got back together, then broke up, lather, rinse, repeat. Percy’s fanatical devotion to work and the increasing stress with his family made it difficult for him to give her the attention she deserved, even though he tried. He loved her; she was more understanding, more sympathetic, and more forgiving of his flaws than anyone else in his life had ever been, and even when they weren’t ‘together’ he still found himself coming to her when things got to be too much. She was the only one in the world, he felt, with whom he could truly be himself. It was during one of their ‘off again’ phases that she and her family were killed in a Death Eater raid, and it tore Percy apart. He has never found anyone else to fill her role in his life, though he has dated and slept with a few other women over the years.

Recently, Percy has also discovered in himself a curiosity about his own sex. He’s had a few what he would call ‘encounters’ in that area – brief, extremely discreet liaisons with trustworthy coworkers, and a couple of one-night stands with strangers he’s met in bars. Only Ginny of all his family and friends has any inkling about this; at the moment Percy is so far in the closet he can’t even see daylight. If he could eradicate this 'curiosity' from himself, he would - each time he's told himself firmly that it will be the last time - but he finds himself drawn that way even as he disapproves of it.
Lifestyle

Occupation: Secretary in the office of the Minister of Magic.
Residence: A studio flat in London not far from the Ministry, in the same building where he lived before his 'death'.
Financial Status: Comfortable. He makes a good wage and is very thrifty in his spending, and he has a nice nest egg saved up in Gringotts.

Siblings: Older brothers Bill and Charlie, younger brothers George, Fred and Ron, younger sister Ginny

The third of seven children and several years younger than his next oldest brother, Percy was a young child during the years of Voldemort’s first reign of terror. Perhaps some of his obsession with rules and with never putting a toe out of line stems from growing up in such an uncertain and fear-filled environment, where disobeying could mean more than just getting in trouble – it could get you or someone else killed.

Like Ron, Percy suffers from the insecurity of following in the footsteps of two exceptional older brothers – the Head Boy and the great Quidditch captain, both cool, popular, talented and successful. Percy’s tactic for making himself stand out (whether he realizes it or not) has been to be the brother who never gives anyone any trouble, never gets in any trouble, never gives his parents a moment’s grief or worry. For that he endured all his brothers’ scorn and teasing, broke his back in his classes, and followed Bill to become prefect and then Head Boy without earning himself a single Howler or even a detention in all his years at Hogwarts. He always felt his brothers didn’t think much of him, and he knew they made fun of him behind his back on top of mocking him to his face, but when his teachers praised him or he knew he’d made his parents proud it was worth it. And there was a little extra satisfaction every time he heard his mother hold him up as a good example to Fred and George. They gave her grief constantly. Ron got himself into trouble and made her worry. He, Percy, never did.

After graduation he was the only child at home most of the year, which he very much enjoyed. There was no teasing, no practical jokes, his mother was proud of him and he could 'commiserate' about Ministry matters with his father and feel important. As the political climate worsened, Percy's parents were drawn away from the Ministry while Percy himself was drawn further into it, but it happened so slowly that the effects weren't truly felt at home - not until Percy received his unexpected promotion into Fudge's office. The promotion he was so proud of, which his father and mother were sure was a ploy to keep tabs on their family.

For Percy this turned out to be the straw that broke the camel’s back. Infuriated that even his parents could think so little of him, he turned his back on his family and threw in his lot completely with Fudge and the Ministry, letting bitterness and injured pride blind him to what was really going on. And by the time Voldemort reappeared openly and even Fudge could no longer deny his return, Percy no longer knew how to go back. For a year he’d managed to silence the voices of shame and guilt with reminders of how his family were traitors to the Ministry, deluded and self-destructive, and he was better off without them. But now it seemed the Ministry were the ones who’d been deluded – the Ministry and Percy himself. He wasn’t able to bring himself to face his family, avoiding his father at work even more scrupulously than he did when he was angry at him, even moving to a new flat so they wouldn’t know where to find him. Letters he no longer returned unopened, but also couldn’t bring himself to read, so he acquired quite a drawerful of them and never wrote back. (Though it would be impossible to count the number of letters he started, only to throw them in the fire unfinished.) He buried himself utterly in work, pretending there was nothing else beyond that. Indeed, he wondered if he'd burned all his bridges and now there was nothing else.

In this, his supposed death did him a favor. When his family heard he'd been found, his brothers and sister-in-law rescued him from the Muggle hospital where he’d been trapped and brought him home, and it would have been very difficult to keep avoiding them at that point. He still feels awkward around them, but they’re all back on speaking terms.
History from student days at Hogwarts to the present time

Upon graduating Hogwarts, Percy followed through on his plan to enter the Ministry like his father, determined to play an important role in the government of wizarding society. Of course, he got shuffled into an irrelevant position and given boring work that anyone with half a functioning brain could do. But he convinced himself that if he applied himself and did a brilliant job on these stupid little projects, then sooner or later his superiors would recognize that he was worth more than that and give him something real to do. Instead, he found himself again and again taken for granted, treated as part of the background, his efforts completely unrecognized. And worse, as much as he tried to play up his work at the Ministry to his family, it wasn’t hard for his brothers (Fred and George in particular) to see the position he was in and their unrelenting teasing just made the whole situation harder to endure.

Things went from bad to worse when his boss at the Ministry was killed and it was revealed that he’d been under the Imperius Curse for months. Percy came under intense scrutiny and for a while his future with the Ministry was in serious doubt. But then, unexpectedly, he was offered a position under the Minister of Magic himself. To Percy it seemed like at long last his efforts were paying off; like someone had noticed how hard he’d worked under Crouch, and finally he had something real to take home to his family, something real to be proud of. Instead, to his shock and dismay, his parents greeted the news with suspicion, convinced that he’d been offered the position not because he was deserving, but because Cornelius Fudge wanted to use him to keep tabs on his family.

When Voldemort's forces descended on Hogwarts, Percy went into battle with the Ministry. He was badly wounded with a variety of curses, but had the good fortune to fall at the edge of the school's anti-Apparition wards, and as the Death Eaters advanced to finish him off, he instinctively Apparated away. He doesn't remember this or anything else until waking up eight months later in a Muggle hospital. Hannah Abbott happened to come across him there and got word to his family, who proceeded to descend on the hospital in force and break him out.

Since his recovery from presumed death, he’s been restored to a very good position under his former boss, Henley. However, his relationship with Henley is very strained because he can’t bring himself to agree with his superior’s belief in the Registry. The mere existence of the Registry and Henley’s hostility in the face of Percy’s doubt has done a lot of damage to his illusions about the fairness of the Ministry, and he'll be looking for ways to use his position to change things.
